Anyone who works on or near energized electrical equipment.

OSHA Part 1910; Section 1910.332 Training; Table S-4 states that the following employees are required to be trained:

Blue collar supervisors
Electrical engineers
Electricians
Electronic equipment assemblers
Industrial machine operators
Mechanics and repairers
Painters
Riggers and roustabouts
Stationary engineers
Welders
Management Personnel; so that they may evaluate their company's safety program..
